H1 rejected trying for F1 visa stamping. Please advise

Hi All,

I did my Masters from San Jose state university and got H1 approval last October 2011.

I came to India in Jan 2012 and went for H1B stamping.

As I work in EVC model, I got 221G query and recently rejected.

I am not finding any employer to transfer or file a new h1 from India.

So Can I apply for F1 visa now? If so what is probablity of getting visa.

Please advise
