F1 visa rejection

Hi,

My brother applied for visitor visa in august 2009 and he got rejection for that visitor visa. He applied for F1 visa (Student) from India yesterday(26th april 2012). Interviewer didn't asked any documents, he asked only 4 questions regarding selected university. And He got rejection.

My question is-

1) Does rejection of visitor visa affect F1 visa?
2)How many times he can apply?
3)What are the chances of getting F1 visa after 1st rejection.
