change m1 to f1

i am an indian citizen holding M1 visa from 2009-2014. stayed in states for almost 1.5 yrs (aprl`09-0ct,10), currently in india.all i want to know is can i go back to US with same visa with new i20, and than change to F1 visa.

No. If I-20 is for degree studies (F1 status) you will need F1 Visa.
You have been outside the US for more than 5 months anyway and that means that you cannot use the same Visa even if it was F1.
