re-apply at different consulate?

Hi,

My F1 visa was rejected in mumbai.

The first time around I had got appt from ahmedabad vfs office (since my folks reside there and my passport was issued there).
I work in Banglare and have been staying here fro 2 yrs..my question is can I apply this time at Chennai through vfs center in banglore?
I cannot travel to mumbai since I cannot take time off from work and also because of the flood situation in ahmedabad I cannot travel there nor can my parents.

Will chennai consulate look at my application or do I have to go to mumbai only?

if you have been to mumbai for the first time Try to stick to one consulate
Try to overcome the rejection reason
