If a Canadian applies for I-140 under the National Interest Waiver program from outside of the US (Canada) with the plan of applying for consular processing later, does it prevent them from getting a router login TN status? If yes, is it forever or until the application is approved or rejected?
Basically, there is a chance of I-140 being approved, but it is far from certain, so does it even make sense to do it if one wants to pursue TN Status in the future?
