Need Visa just to transit US?

My brother is a Romanian Citizen who is traveling from Italy to Panama. He will transit the US - just change the plane in the US somewhere, he will not get out of the airport. Does he need a transfer visa for that??? Thank you!

I am travelling to Australia with KLM/Delta via Atlanta.. only in transit in Atlanta.. will I need a Visa? A friend's son had to have an ESTA when in transit at Las Vegas (he was in a room for several hours, not even in the main airport!)
