One month Single Entry Tourist Visa To The USA for Filipinos

I have a Filipino friend who is currently in Canada as a visitor and he
wants to visit me here in California. He has heard of the One Month Single
Entry Tourist Visa for Filipinos to the United States. Is this true and
valid? If yes, can he apply for it at the US border coming from Canada or
should he do it at the nearest US Embassy/Consulate Office in his location?
