Visa by mail

Good morning,

One of my employee would like to renew his C1d Visa. We already filled the form on-line but cannot open the DS-0157 one. Also he is from Jamaica. How can we accelerate the process to make an appointment in his country via internet. Or is it possible to have the visa made via mail and pick it up on his next vacation in Jamaica?? I am sorry but we are a little confused.
