USA to India via London

Hi,
My friend is travelling to India from the US via London. I stay in London. She has to wait in the London Heathrow airport for 5 hours to take her next flight.
Is it possible for me to meet her in the airport? I understand that I can't go beyond the security check. Can she come out, so that we can see each other and talk? I am unaware of such procedures in the airport. She doesn't have a transit visa for UK.
Also how much will it cost if she needs to apply for transit visa?

Hi, I am travelling from USA to India in BA to get my visa stamped (via London) and hence need DATV. I have submitted by passport and originals to British Consulate. Any information on how long does it take for the visa to get processed?
