Uk datv visa

Hello,
Right now, I am in Newyork. I need to fly back to India via London and I need UK Direct Airside Transit VISA ( DATV ).
Since UK Border Agency has office in Newyork, Is there any way to submitt the application personally in UK border agency instead of via mailed OR travel agent?

Via letter

Maybe you can post it via letter or email but i am not sure about it.
