Entering with ESTA and H-1B I797 but F-1 visa denial record

Fortunately, I won the H-1B lottery in this year, and I am waiting for the decision.

Since I am not in US, I have to wait until end of September to enter US as a H-1B holder because I need visa stamped, but I am hoping I can enter US before that, maybe next month. If I try to enter with ESTA, I will have H-1B petition approval notice on me.

Do you think this is possible? I got denied for F-1 visa several times at the end of last year and early this year because I already got BA and MS from US, and I tried to get another master. Consular officer thought I need no further study.

If you ever had a visa denied, you will not be eligible for the visa waiver program so the only way to enter the U.S. will be with a valid visa. You could apply for a B1/B2...
