I am was indian citizen in 2007 applied for h1 b visa and the desicion was pending they asked me for client letter . My employer didn't provided me any I just left it .

Now I am holding UK pp I want to visit usa on tourist by applying thru vvp
Please advise me can I apply esta

Can any one please advise me if I had h1b refusal with indian pp 2007 .now I am British citizen can apply esta to visit US

2007 Cap was more than 7 Years back. You would not be able to reuse that H1. You have to re apply in new H1 Cap in April 2015 and if approved can work on that from Oct 2015 on H1.

As for ESTA , yes you should be able to use that for 90 day visit purpose.
