    Is that kind of crime considered as a moral turpitude?
    Are those people inadmissible for US visas?

    It doesn't sound like this was avoiding service in the U.S. military, correct? Different grounds would apply in that case.

    It would also depend on what country you have evaded service in as the United States and other western countries view many nations' forced conscription practices as violating humanitarian laws.

    A general answer to your question would be no, desertion from military service or failure to report for induction is not considered a CIMT unless fraud is involved, because most cases of fraud are considered to be CIMTS.
