Hardship Waiver Denied - What do we do now?

I am very depressed and upset right now. We received notification today that our hardship waiver was denied. I wrote a 12 page letter with additional attachments and followed guidelines but we were still denied. What should I do next? The letter specified the additional documentation that we need but are there other options?

I am a US citizen. He is from El Salvador and just missed being eligible for the modified "Dream Act" because he came at 16 not 15. What do you suggest?

Please do not be discouraged. The solution is to refile with a stronger, better substantiated waiver petition.
