UK Citizen Travelling on waver program to USA and appling L1-A

I am sure to get some help from experts here.

I am Bitish Citizen living in London and working for IT firm for more than 2 years as Sr Manager.

I am planning to move to USA and company is going to file L1-A.

My question is :
1) can I go to USA on waiver program for 90 days which work as business visa for British Citizen?
2) while on waiver visa in USA; can I apply L1-A from there in parallel?
3) How long generally it takes to process L1-A?

If you are granted entry based on the visa waiver program, you cannot change status while in the states. You must counselor process. The time limit depends on where you file.
