Minimum time between trips from USA?

Hi. My girlfriend has visited me in England from USA 4 times over the last couple years on a Visa waiver.

She generally stays for about 5 months & goes back home for a similar period of time. This last time she stayed there for 9 months & only visited here for 3 as she had to go back for her sisters graduation.
She wants to come back over here & id love to have her here again but she's only been at home for a month since she left. How long should we wait before shes likely to be allowed back into UK? Is there a minimum time period? Would she be able to stay for the remaining 3 months she didnt use of the waiver time period?

here are some of the thing that officers look for.

1. Will this person become a potential immigrant.
2. Will this person become an illegal.
3. Why is this person spending more that 6 months in a year here as a tourist...
4. Does he / she really have strong ties back home.
5. Did this person over stay on the last trip.
6. Is she here to do what she claims that she is intended to do...

So don't push it too much as that maybe have a negative impact on the long run even if she want to come over and be here permenantly (Think carefuly about the future -- if there is going to be one with you here in the US).
