  • VWP Extension or Visitor's Visa

I am trying to help my "boy"friend (age 68...) figure out what to do about his visa for the USA. He is a French citizen retired, currently (for the past 10 years) living in Costa Rica . I currently have to work for another 9 months in the US before I can retire . We are not officially "fiances" because he is still in the process of the divorce with his previous wife...He would like to be able to come and visit for a period of 6 months at least (8 months would be ideal). So far he has visited for 3 years with the visa waiver program for French citizens and the permit of 3 months/twice a year ;He has always respected and never extended this permit. It is just getting costly and inconvenient to have to leave because of the permit and I would like to know if a B2 visa would be possible and would he be requesting this visa from the US Ambassy in Costa Rica , could it be obtained the same day or is there a waiting period ?
Or is it better to ask for a permit as in the past- Also would it be possible to get a second 3 months permit after leaving the US for a visit in Mexico or in Canada (where his children are) considering that he has never done this in the past...

Thank you in advance for your help.
