ESTA no authorized last month can I apply again?

Hi,

I am a British passport holder and eligible for VWP / ESTA. I have obtained ESTA in 2018.
I applied for H1B in June and after the interview it went to 221g Administrative Processing.
I intened to travel to US for holiday and applied for ESTA last month. Due to 221g mentioned in ESTA application as "Visa Refusal", my Travel was not authorized.

I received an email from consulate now stating the case was "Administratively closed" by them. H1B status in CEAC is still snowing as REJECTED.

Given this, can I apply for ESTA again now? Please advise.
