Tourist visa to USA

Hi,

I have been working in the USA from past 3 years on L1B Blanket visa.
My visa got expired in Sep 2012 and I have filed for an extension from USA and is in process.
Last week my wife went to India on some personal work. For her to come back to USA, she needs to apply
for Tourist visa because my L1B visa extension is in process and so she cannot get L2 visa yet.
My question is, can I sponsor for her Tourist visa or only a person who has valid visa can?

I suggest that she wait until your L1 is approved and then she can go for L2 visa stamping.

Thank you for the update. So, you think her tourist visa will get rejected? Also, after 4 to 5 months if my get my L1 gets approved, will she have any problem for her L2 visa if she goes for her tourist visa now? Irrespective of the result of tourist visa.
