Is H1-B stamping required to invite parents?

Hi,

My In-laws have already visited us in 2003. They are planning to visit us again. My husband does not have a valid VISA stamping but his extension is approved. Can we process the visitor VISA with this?

Also, since they are visiting us the second time is there any change in the invitiation letter that we are required to send? What are the other supporting documents that we need to send in this case?

Kindly clarify.
