US visitor visa for my 49 year old sister

hi,
My sister is a school teacher. she is 49 years. lives in India. she is a widow. Her visa application was rejected about 5 years ago.

she wants to visit the US (i will be sponsoring her). i did read the young-visitor page.

but my question is, will her chances of getting a visa be any better if we wait till she is 50 years old?

If that is the case, I will wait for one more year before asking her to apply.
