Counterfoil

I read that the applicant needs to have the counterfoil(the one that bank gives) of the demand draft to present it to the visa officer.
Is that true. Can one go without the counterfoil

No you dont need the counterfoil at the interview. You only need the counterfoil in case you want to encash the draft if the visa is rejected.
