Scheduling Visa appointment without submitting DS 160 (by using DS160 Appln ID)

Hi,

Is it possible to create and fill out DS 160 and without submitting it, use the DS160 Application ID for making fee payment and getting appointment?

Here is my situation:
We want to process B2 Visa for my parents and want to schedule the appointment in Dec. But we have not decided on whether I should sponsor or my wife should sponsor the visa.
My L1 visa extn is in progress and have not got a confirmation yet - hopefully we will know in 2 weeks. If my L1 Extn is approved, I will be the sponsor, otherwise my wife (on H1) will sponsor the visa. But if we wait for that, we will not get appointment for their B2 interview in Dec.

I have noticed that when you create DS160, you will get an Application ID, which is same as the confirmation number when you submit the form. http://ceac.state.gov/genniv/ does not let you make payment and schedule appointment without the DS 160 Application ID.

So I am planning to fill the form with my wife as sponsor and without submitting it, use the Application ID for scheduling appointment for Dec.
If my L1 extn is approved at least a week before their interview, I will change the sponsor in DS 160 and submit it. Else we will submit it with wife as sponsor.

Can you please let me know if the plan works?

You should not schedule an appointment without first submitting DS-160 form.

Otherwise, you are just taking chances.
