Is form I-134 is relevant in present times. Do we still need to submit one?

Yes.

If you want to show that you would take care of the expenses of your relative's trip to the US, you should send Form I-134 and relevent documents.

If they can show that they are able to take care of their expenses, you don't need to send I-134 or other financial documents.
