Does one need to apply to a Consulate as per the state of residence?

Hi,

I want to bring my parents to the US on a visitor's visa (B2) . They are natives of Calcutta, but have settled in Maharashtra since 1998. Is it necessary that they apply at the Mumbai consulate or can they apply at the Kolkata consulate? We would prefer Kolkata consulate since we have heard that rejection rates in Mumbai consulate for B2 is very high.
