Parent Tourist Vis Rejected ..Can I apply from other country

Hi,

My Parents Visa was rejected. (twice). I was thinking if I can apply it from other country? I mean traveling to other country (e.g. Canada) where Rejection Rate is less. Is that something anyone have done? I dot want play with Visa thing as it may impact badly if rejected again. but trying to think some other options

No. They will deny again.
You are supposed to apply in the country of your residence where they can assess your ties ( except emergent situations)
