Visa duration

I am currently on a J-1 visa until the end of the year. My girlfriend wants to come visit me from Feb- May, come back in june, and maybe come visit me again later during the year. I just told her to apply for a 11 month visa at the embassy, so that she couldd travel back and forth as long as I'm here. But apparantly that wasn't easy to get, application was refused. I'm sending her back to the embassy with proper documentation. (Didn't bring any supporting documents the last time).

On the DS-160 what should she write on duration of visa? She is going to stay for a little over 3 months the first visit, but is intending to come back during the summer. Should she apply for 3,5 months or for the whole stay including the summer?
Both are norwegian citizens btw.

You can't manipulate the duration on your visa according to what you think will increase your chances. That would actually get a rejection.

Make up your mind regarding what the plans, how long you need the visa and be prepared to prove it. That is the best way to do it.
