i would like to ask how do i do the expedite?

my friends father just died 2days ago in the us. and my friend he is in oman when he went to Us embassy they advice him to email the consul to expedite so that he can make an appointment.

please help

So, that doesn't mean you wrote to the consulate explaining the situation, which is what you were asked to do.
I dont know what the exact procedure is, or I could have helped further, but it seems you were clearly asked to communicate with the consulate. Going online and asking for an interview date is normal. If you have an emergency, you have to tell that to the consulate and may be they can do something.
