Do you qualify for an Interview Waiver?

Hi,

I am applying visitor visa for my parents(65Y) after their old visa got expired in 2011. I want to check if they are qualified for interview Waiver, to avoid a round trip to consulate. Their previous visa was issues in 2000 and expired in 2011. For the interview waiver check list, one of the question to qualify for this waiver is

"I received my visa after November 1, 2008"?.

Since their previous visa was issues prior to this date, are they NOT qualified for the interview waiver category?

Hi Can you please share your experience my parents have similar issue their 10 year visa will expire in about a month can they qualify if their visa was issues before Aug 2004?
