Can one return in 4 months break to usa in visitor visa?

My mom stayed in USA from october 28 2012 to march 18 2013 .. is it possible for her to take a break for 4 months in india and return back on august 1st week 2013 ?

There is no hard and fast rule on the time gap one should leave. But the longer you stay on your first visit, the longer should be the time lapse for the next visit.

In your mother's case, it is about 5 months on her current visit. That is considered a long time for a visit. In my opinion , she should not return for another 5 months.
That said, if there is a specific reason for her early return, like an important family function, she can carry proof of that. And they will give her a short stay .
