Vistor Visa for Sister

Hi: I'm planning to apply Visitor Visa (to U.S.A) for my Sister in India. She was rejected twice last year. She was asked if her husband had passport in her previous interview - in her case, her husband doesn't. Wondering, if it is mandatory for spouse's husband to have passport too, in order to be eligible for Visitor Visa?
