Visitor Visa - Friend

Hi,

I currently work in US and live with my husband. I want to call my childhood friend to visit me in US. Her visitor visa has been rejected once 2 years back but I want to try calling her again this summer. She is engaged and getting married early next year and wants to come to US for shopping, tourism and to meet me before she settles down in life.

Her situation - Engaged (to get married next year), non student. She does work part-time in a school for pleasure as she love kids but has very low income.
She has good money in bank given by her parents for her security/savings.

She currently lives with her brother and parents who are old (Father - retired but does small work for fun with low income, mother - housewife). Parents have a house and she is one of the legal hiers of the house.
Brother has a good financial income and works in a well known firm in India. He takes care of financial needs of the family. He will be sponsoring her trip.

Do you think she can get the visa? Any suggesstions on what we could do? She really wants to come once before she settles in life.

For working age group ,they mainly focus on these major ties to India ;

*spouse,
* kids,
*strong job/business
* strong income.

If one is young and single, one better be settled in a good job with good income.

If none of the above, then the blunt truth is they will deny again.

MOney in bank, brother sponsoring are immaterial.
