Filling up DS-160

Hi,

I would like to ask about filling up DS-160 for my grandmother.. She was born in Barangay Bogasong Libagon So. Leyte.. But my concerned was filling up the CITY text box.. Is it okay if I put the municipality "LIBAGON" as a city? i cant leave it blank
pls help, need it urgent
