My grandmother (mom's mom) stays in USA along with my uncle (moms brother) and his family. My brother came to USA on student visa and did his bachelors and masters and I did my masters here as well on student visa. My uncle had filed for my parents immigration but my dad withdrew the file because they don't want to settle in USA. My parents want to visit us but every time they apply for their B1 Visa, they get rejected without any reason. Can anyone help me with some suggestions ?

If you are the only two sons, then the obvious reason for denial everytime is that they have both their children settling in USA.
ANd the embassy thinks they would like to spend their old age with their children . That is how they decide even
if one does not want to immigrate.
THis thing supersedes even the withdrawn immig. petition because they had showed an intent once so in the officer's eyes
the potential is there.
No B1/B2s for them... Only way is an immigrant visa, but I doubt anything can be done with the old petition even if they change their mind now.
Check with an attorney in case it can be revived and how long the wait will be.
