Visitor Visa Rejected 4 Times

Hi,

My mother was rejected 4 times for a visit visa when she applied from United Arab Emirates(U.A.E). They said that she does not have strong ties backhome(India). The final rejection was made couple of days back when she appeared at the consulate for my brothers graduation ceremony this december.We were sure that most of the parents who apply for the visa to attend their childrens graduation ceremonies are not rejected.
They asked her how long have you been staying in the U.A.E, She said "25 years"
Then the consular said that you have children(myself and my brother) in usa and you will not come back so you are not eligible to get the visa.

During the 3rd visit to the consulate they rejected her saying that "you are a teacher and will not come back".

Is there any suggestion for her? what does the consular means he/she says that my mother needs to have strong ties back home?
What additional docuements does she needs to provide in order to get the visit visa.
She provided Bank Statments,Job Certificate both husband/wife,Invitation letter to attend the graduation ceremony from the University.

I don't think any documents will work since it is her 4th refusal.

Option;
If she can still work, you can find a US sponsor for a work visa for her in
the subject she teaches and you may get her in on a work visa(H-1b).
