    For a visitor visa you need to show strong ties to home country. Both the kids living in US increases the likelihood that the applicant would stay back with them. If she plans to reapply, a lot will again depend on if she can show significant other ties to India( business, job, husband's profession in India)etc.

        In that case , if she really wants to come to US, you have to look at other
        visa options; work visa, immigrant visa.

              Immigrant visa is for permanent stay in US. If one of you in US
              becomes a US citizen, he can sponsor her for an immigrant visa.
              Or since she is only 50, you can find an employer in US who will
              file for her immigrant visa (takes long).

              Work visa option;
              If she has a bachelor's degree you could find an employer for her
              in the US who could sponsor her for an H-1 visa for next year(this
              year's quota is over).
