Visa Rejected for a person who has some heart problem

Hi Mate

My brother had some heart problem his age is 27 and he doesnt have any education qualification to work in US.I dont know exact reason for rejection.He had applied with my mom twice.But both time it gets rejected.PLease help me how to approach this issue with counsulate.

2.Any relatives in US? on what visas?
3.What about dad?
4. What do mom and bro do in INdia?
5. ANybody send sponsorship papers from USA?
6. Have they travelled outside India before?
7. Any other bros and sisters in INdia?
8. Their financial situation in INdia?
9 WHen was last visa refused? Was mom refused last time also?
10.How did the embasst know about your bros heart problem?

1.Purpose:Tour and vist some spots in US
2.Brother Staying there and Visa Type is L1
3.Mom is House wife and brother is ill,he cannot able to work,physically affected
4.Yes My Bro send sponser paper
5.No they are not travelled outside india
6 & 7. Dad and Myself are in India
8.Their financial backgrounds are wel supported
9.Last Visa refused in November,yes mom's also refused.But they didnt say any reason.
10.Embassy doesnt know the prob which my brother had.But they said my brother is in working age reason for rejection(27,but he is illetrate and unabel to do work)
