Agency in Calcutta to help in visitor's visa?

I am a new member to the forum and appreciate any help about the following. I am going to invite my mother to visit US.

a. Is there any exception for her not to be physically present in the consulate for interview based on age (she is 64) or based on a medical condition?
b. Is there any agency in Calcutta who can help her in various steps (e.g. assist her to go to the consulate, provide a translator, get the bank drafts etc.). She has artharitis and she needs somebody to drive & manage the various tasks. Unfortunately we do not have any close relatives or friends who can do all this.

Answer to ques. a.
NO, she has to go to the consulate for the interview. No exceptions
for medical reasons or old age. Obviously,
If someone thinks she can go to US, she should also be able to go to the
consulate.
