Visitor Visa Question

Hi,

Really appreciate it if you could help. What does the annotation "C visit" on a visa mean ? My father came to the US in '98 on work and he got a 10 yr multiple entry visa. The visa stamp has this annotation " C Visa". Does Dad have to apply again for the tourist visa or can he come into the US on his previous visa ?
