Is the I-134 only to be filled by a US sponsor?

Or does an Indian sponsor also need to fill it.

Can the sponsor scan and send the relevant documents (I-134, pay stubs, bank statements, etc) or does he need to courier it?

Sorry for repost. This was already answered that it's not mandatory. The I-134 form instructions also mention the same.
