Where I have to approach for mailing the papers to INDIA? How much it will cost and how long it will take to reach India? As this is the first time for sending the papers we dont know much about it..

Go to a nearby post office. It will cost something like $2 for the slowest option (First Class mail) and up to $12 for the fastest option (Express mail). It also depends on the weight of the package.

I sent few letters (4/5 A4 sheets) to India using USPS from CA to Mysore, karnataka. It costed me $1.2 and it reached in 7 days !
