I am a 35 years old married woman with a legal permanent residence status (green card). I have got a younger brother-30 years of age, unmarried, and doctor by profession who used to be involved with ICRC, Red Cross Society. His job required him to travel to certain developing countries and he had been to few countries like Bangladesh, Ghana. He also has been to US twice on B2 visitor visa, (both single entry visa and for a short 3 months duration). Though on both occasions he hadn't overstayed, but the interval between his two successive visit was about 8 months. Now, he is now planning to come to US for his residency for which he is taking his USMLE exam. Now, the question that I am confused is, will this his frequent quick visits to US on visitor visa make him look desperate for coming to US?? And, what's the best time to apply for USMLE step CS ?? How much gap will be appropriate between his last visit to US and this one for his USMLE CS exam?? Please help! Is there any documents I can send him to support him?

1. His last visit was 3 months ago.
2. In his previous two visits he stayed for 15 and 25 days. These two visits were 8 months apart. And on both visit, he entered US on single entry visitor visa of 3 months duration.
3. He is currently on leave. He is planning to leave the job and devote his full time for the preparation. His salary is around $2000 USD per month.
4. Yes, he has taken his step 1 (I think so!)

Both his stays in US were reasonable length and well spaced ( 8 months is fine going to visit sis).
I think he should take both steps in India and give it all to get excellent scores.
Visa for step2cs is easy to get if your scores are excellent. THe officers think you
are an asset doctor for US. Some people apply after taking only one step and succeed too.
but better if he takes both.
By the time he is ready , it will be a few more months and timing will be fine.

What do you think that his these past visit to US will backfire, or will have an advantage or will mean nothing to VO? Just wanted to know, how much chances is there, u know just being realistic, and preparing accordingly!

He used both his previous visas properly , so it is not a negative at all.
10 yrs ago, such a use was considered very positive for the new application.
these days things have changed , they consider every new application on its own merit.
