My parents going for Visitor Visa

Hi

My parents have appointment for Visitor Visa in Nov.
I am a Software Engineer and my husband is also Software Engineer in USA.
My dad had a businees in India and since his business did not do well
he is retired at this point. My mom is home maker. My brother stays
with him and he does not have that much income as he is still
struggling in his career. My brother's wife has a small home business.
My father has good property in India. But at this point
how can he show his strong financial background in India? As he is retired.

How about Income Tax Return Papers? I am his only daughter in US and
my another sister is in Belgium. He has never been to Belgium.

Please guide if you have any suggestions

It is going to be difficult in this scenario.
Chances will increase if he can show some business or job ties
with good income.

You have a strong point that your brother is still in India which gives your parents a reason to come back.
As you have a sister in belgium, I would suggest your parents apply for belgium visa(schengen visa) first. schengen visa can be very helpful in this case. During their interview, they can say that they are europe and since they would be midway already, they would like to meet you in US. duration should not be more than 30 days.
