Is form I 134 still needed for visitor's visa?

Hi I am sponsoring my parents to visit me. i am a postdoc on H1b visa. My parents are applying from kolkata. In the consulate website I 134 affidavit is not mentioned however I had to fill it up last time when my parents came in 2008 (they only had visa for 2 years then). is it still needed?

I-134 affidavit of support is required from you when they cannot show self funding (not enough income/savings).
