Most of the times administrative processing is done when the consulate is not wholly convinced about some aspect of your application. On a B2 to have this is quite rare. Which consulate did you go to?

My parents went for the visa and they have given a letter saying to come with another DD and requires administravtive processing.What does this mean?As they have taken the passports is there any chance?

additional administrative processing

They wanted a DD for Rs 3700 stated in the letter and to come to the Embassy with that from Mon to Friday,i suppose and didn`t tell anything else.
