      1. When you say you don't have any income, does it include your husband as well?
      2. If you have 18K in the bank and your in-laws annual income is 3.6 lacs, how will they take care of their expenses in the US?
      3. Is your brother-in-law working or studying? If he is working, have you included his salary in 30k per month you mentioned?
      4. What is the duration of their trip?

FD and Bank account has their savings so you cannot qualify them as source of income.

A: only my husband is working right now we only have 18k in bank to show n his monthly salary is around 4000/month.
          2. If you have 18K in the bank and your in-laws annual income is 3.6 lacs, how will they take care of their expenses in the US?
A: They have only less monthly salary otherwise they have 10 lacs in bank and good money otherwise. N lot of savings n FD
          3. Is your brother-in-law working or studying? If he is working, have you included his salary in 30k per month you mentioned?
A:My brother in law is not coming for trip.

          4. What is the duration of their trip?
          Ans : 2 months

Now I am confused should we sponsor them or self sponsor

Ideally for self sponsor a minimum salary of INR 10 lacs per annum is recommended. However in your case I think self sponsor would be the best option considering your in-laws have better savings than you and also the fact that your BIL is not travelling with them.

            I would recommend 2 things:
            1. Mention duration of trip as 3 weeks. Low income and savings with long duration of stay will invite a rejection
            2. During interview with Visa Officer, when asked about income, your FIL should say that they earn 3.6 lacs per annum with 10 lacs in bank account, X lacs in fixed deposit and owns XYZ property if any
            3. If your BIL earns then your FIL should also mention his income which will support their stay and have a good reason for him not travelling along

Ideally it is 5k in bank account. However investments which can be easily closed like FD is fine.

Honestly, no documents will be checked by Visa Officer so USD 5K in bank account or in the form of investments does not matter. However given a choice more liquidity in the form of balance in bank account would be preferred over investments as it indicates that this person is capable of self funding without discontinuing any investment or selling assets.

Its not just about bank balance because if you have USD 18K in your account which converts to INR 10.8 lacs, this is equal to what your in-laws also have in their account so there is practically no difference. Moreover according to you they have a lot more savings in FD.

Income-wise 4K per month which your husband earns is much better than what your in-laws earn so if you want please go ahead and sponsor their trip. They can also say that their flight tickets will be managed by them while stay in the US will be managed by your husband. When asked about income, let them also stress on the fact that they have savings in bank account and FD.
