Tourist Visa Application or Green Card

My sister is a US citizen, she wants to apply for my Green Card, That takes close to 10 years. I want to visit this year her but she filing my green card application, will myn tourist visa petition be rejected ? I applied for student visa but got denied few years ago.

After she files, it will become ONE of the negative factors. But decision is usually made considering your other ties
( job, income , spouse and children in INdia).\

so, if your other ties are strong, apply before she files.
