Parents Self Sponsoring. Should i still send form I-134

Hello,
I was told that if my parents do a self sponsor, the probability to get the Visitor VISA is more. I have below questions.

1. Should i still send I-134 ?
2. In the letter to the US consulate, should i explicitly say that they will take care of their expenses? Or can i say i am also willing to sponsor.
3. In the letter to the parents, should i explicitly say that they will take care of their expenses? Or can i say i am also willing to sponsor.
