visitor visa - correcting earlier mistake in DS 157 forms for a fresh renewal

hi,

My parents are due for a renewal through the interview waiver program. When they had applied earlier my sister had filled up their DS forms. During their earlier interview at the consulate the Immigration officer had sent them back because the invitation letter didnt look authentic. They had provided with a letter 221g. However they had said if you get a proper invitation you dont have to pay again. So next time around I guess after a week my parents had gone with a fax invitation and the visa was approved. However for the next visa application (post expiry ) of the 1st one for the question " Have you ever been denied a US visa " my sister had mentioned Yes.. with the date.

I have 2 questions.

1. Does this earlier incident count as a visa refusal..?
2. If no, for this renewal can I correct it in the DS 160 forms..?

technically 221g is a denial . so the answer must be yes and in the box for explanation you could also write 221g. But if the form is already submitted
there is no need to do anything.
