You need to provide more details .
    Post your last interview.

Usually, a quick reapplication will be denied again unless you present something different in the application.

I brought only my husband's appointment letter and funds,FD. And they asked me to show pay slips too. Which I didn't take along with me.

Then you should apply again. Did they give you denial under 221g or 214b? If it was 221g, you can apply again without paying another fee.
If it was 214b , you have to pay again.

They will ask you what has changed from last time, tell them you did not have the salary slips last time.

It is possible to get visa after three time rejection or it shows negative impression or they will get irritated if I'll apply in this week?

When I went for my visa stamping at the New Delhi Embassy the lady in front of me had applied for visitor visa for visiting her husband. Husband was already in US. She was newly married and had applied for a temporary leave to visit US. The consular officer grilled her for more than 20 minutes. He wanted to see documentation pertaining their marriage (certificate, photographs, joint documents like bank accounts/passport with spouse name), he asked questions about their marriage (arranges/love/where/when/how many people), about the husband's work (where/designation), also asked for some specific document about his job (I am not sure what he asked but she found it after searching). After grilling her he said he was denying her visa and had picked up some form to return with her passport, but fortunately somehow he changed his mind. He called two more consular officers for their opinion. They separately interviewed her for about 5 minutes each and then went back to confer. Eventually he came back asked her few more questions and approved her visa saying that it is only for few months.

Form what I can understand is the following new facts and changes came up after his almost refusal. Earlier she had her documentation in a mess, he kept asking for documents and she had to search for them before finding what was needed. Later, she could provided whatever was asked properly. This was mainly due to the fact that she had already gone through all documents once. Later she also mentioned that she will be taking a leave (had a NOC from employer) and she liked her job a lot so she has to come back. Since she can't work in US it would be useless to stay there for a long period. She also mentioned she only wanted the visa for a month.

What I can suggest is that,

                    1. Be prepared for all kinds of documentation possible. Search this site and the forums and make an exhaustive list. Carry everything and know what is where. If possible carry every kind of document related to your job, his job, his visa, your marriage, your joint documents etc. Whatever unimaginable and obscure documents are asked you should have them and should be able to find them.
                    2. Try saying "You want to visit your husband for the festival season" rather than "You want to visit your husband to be with him" when asked for the reason of your visit.
                    3. You have to convince them that you will come back hence there should be some kind of attachment with India. A job is a good reason.
                    4. Answer the questions about your previous visa denials with confidence and with each answer add how the situation is now different. They will have each denial documented in their system. So don't lie.

As long as you have all proper documentation, are able to justify how your situation has changed from previous denials and convince them that you will return back to India you should have a good chance.

                    Best of Luck.
This is my opinion and not legal advice. Please consult an attorney before making any decisions.
